Who is Governor Mobile Tactical Command, Inc.

Governor Mobile Tactical Command, Inc. is a new corporation that will respond to ground zero with 125 highly trained emergency responders; with over 2,000 years of training in field command operation. On February 4, 2004, we initiated a research project on the failures of the communication network following the Alfred P. Murrah Federal Building collapse in Oklahoma City and with the communication failures after the terrorist attack on the World Trade Center in New York City. This research was focused on what happened to the communication network and why command efforts were severely hampered. In both instances, multiple problems were identified within the communication network and with emergency responders on the scene and throughout the incident command structure. In August 2005, Hurricane Katrina wreaked havoc on the Gulf Coast region with the hurricane eye passing over the city of New Orleans. Because of this natural disaster, Hurricane Katrina and the ensuing responses were studied in detail, resulting in the finding of a massive infrastructure communication collapse on the local, state and federal levels.

GMTC has designed a satellite communication center that will support all emergency responders and outside responders for a ground zero operation. Our employees are highly trained field operation experts in restoring the infrastructure and moving supplies, equipment, personnel and other commodities to ground zero.

Under Homeland Security Presidential Directive 7, any private industry was given the ability to assist the federal government in times of natural or man-made disasters. This is why GMTC was developed; to help our leaders in time of need. GMTC is not intended to take a leadership role in the response, but if local, state or federal commands are incapacitated then we can step in and provide the infrastructure support to ensure that communications are up and running in record time.

Our 125 field command experts respond to ground zero and assist any or all emergency responders. If the emergency responders are without radio communication, we provide them a satellite radio system to ensure these responders can perform their tasks and respond to the constituents in their communities. If the local 911 system is out of service due to a power anomaly, we can and will except the 911 transfer from area phone companies and transfer that data to our Central Command Center. We will provide the emergency responders at ground zero with the necessary tools to maintain their level of emergency status.

WHAT DO WE DO FOR THE INFRASTRUCTURE COMMAND SYSTEM?

GMTC has developed a satellite assistance communication program known as a Unified Integrated Mobile Tactical Communication Command System to assist first responders and command leaders from local to state level Emergency Operations Centers (EOC). We respond to ground zero when the Governor declares a state of Emergency or if the United States President declares a National Security Directive for any Homeland Security Breach or a disaster declaration is made following a natural/man-made disaster that occurs on American soil.

WHY IS GMTC IMPORTANT FOR THE OVERALL DISASTER RELIEF EFFORTS?

GMTC is diversified and can handle situations beyond the normal scope of operation. We bring 14 different command experts to ground zero to assist local, state and federal commands. When the relief efforts go beyond the normal scope of command, our operation center responds to ground zero to establish satellite radio communication to enable local governments to maintain command and control of the area. We also have the capability to monitor outside responders so we can control freelancing and price gouging.

WHEN IS GMTC UTILIZED?

When the state governor or the United States President requests our assistance then we will mobilize our assets and respond to ground zero. We will provide a secondary back-up satellite command system with 125 field experts who respond to ground zero. We are the only private company who has designed an Integrated Unified Mobile Communication system and network. If the state or local EOC's are inoperative, we can establish the command system by maintaining continuity between all field commands and their functions.

When we are not utilized during a declared emergency, we can dispatch our Surgical Bus and EMS Trailer known as Medical Command to any sporting event, political conventions or any other private or public functions where large groups are anticipated. We have the capabilities to send our medical doctors, surgeons, eye specialist and dentist to low income communities across this nation. Our Surgical Command unit is self-sufficient and can treat over 200 people a day. Once we establish a location inside the community, our Surgical/EMS trailer converts into a 3,062 square foot medical clinic.

WHERE IS GMTC RESPONDING FROM?

GMTC has established the first known Integrated Unified Mobile Tactical Command Satellite Communication Network for ground zero operation. Our first central command headquarters is located within FEMA Region IV in the state of Tennessee. We are exactly 45 minutes from two major metropolitan airports where military aircraft C130's or C5's can transport our units and responders to an open airport closest to the declared emergency. We have the capability to respond to 32 different states and establish ground zero command within 24 hours.

Our unified command structure is aligned to provide field command experts who are working at ground zero with a single point of contact. Any field commanders requesting equipment, food, supplies and other commodities will have the necessary request confirmed and issued within 20 minutes after the initial request. If we have the equipment, food or supply at ground zero our field commanders will take them to command requesting these items.
