Administrative Executive Order of GMTC

The following decree was written as a commitment from Governor Mobile Tactical Command, Incorporated, to the United States Executive Branch Leadership of our Government. To our employees, Local, State and Federal Agencies along with private and public sector commands. We are here to assist the Governor's office and Executive Branch Task Forces during a declared National or state of Emergency.

We have established our objectives by developing core principles that meet and exceed industry standards. The communication network between local, state, and Federal Commands, along with private sector commands, is paramount in formulating a unified command system. The same objectives have been identified, and those standards were adopted. We need to maintain a unified command structure to maximize the Span and Control of all field Commands.

We have developed programs by educating Subject matter Experts from all fields of operations. Regardless of being part of a private or public command system we can work together to form a better unified communication network to help all mankind during a Homeland Security Breach or Natural Disaster.

WHEREAS, Governor Mobile Tactical Command, Incorporated, our National Task Force will be developed in three different disciplines and has clearly defined our C-2 satellite Communication network between public and private sectors. Our Subject Matter Experts are from around the world and will participate in time of need. We are also introducing our secure computer enhance network monitoring system known as: On Command, that will be able to monitor and communicate with our first responders where about's and commands throughout the affective region; and

WHEREAS, our National Task Force continued to research and develop the first and largest mobile tactical command Headquarters utilization for our ground zero operation. The thousands of documents, hours of research, and the commitment to design a workable program will help the private and public sectors during any National or state of Emergency; and

WHEREAS, the government in its entirety has a commitment to the American People. We are introducing our North America Rescue Plan that includes a group of highly trained tactical command technicians in emergency management operations and who will respond to ground zero. We will obtain raw video from our air command. (The Eagle and our ground units) We will analysis the videos during and after the disaster while making suggestions to the Local and/or state EOCs/OEMs Directors. We download these videos onto our secure server where all the EOCs/OEMs and Infrastructure Commanders determine the scope of the situation; and

WHEREAS, Our National Task Force continues to research and develop different programs, by designing a unique and powerful unified tactical command system. We can be utilized as a primary or secondary mobile tactical command center for the state and/or local EOCs/OEMs. The research continues and now the Federal Governments, the private and public emergency responders have an opportunity to network with our nine Central Command Centers across America (Spring City; Tn, Hartford; CT, Dallas; TX, Tucson; AZ, South Lake Tahoe; CA, Boise; ID, Lincoln; NE, and Minot; ND, Alexandria; Virginia). Our Mobile Tactical Command unit responds to ground zero, GMTC - HQ, is a 40-unit tactical command center who responds to ground zero and we are introducing our 140 mini-commands across North America.

We will be available to monitor states, local, public and private unified command systems and have the ability to monitor the movements of emergency workers in the affective areas. If local or state EOCs/OEMs need a task to be done inside the affective area, our team of first responders or experts enters the area. Our audio and video cams, which are attached to our emergency response vehicles, will monitor and record what the responders are seeing while going into ground zero. We accept the responsibility given to us, by the state and local emergency management agencies. When transferring some of the responsibilities to us, we will relieve local agencies like Fire, EMS, Police and Utilities to concentrate on their job to support and defend their communities. We offer a secondary or primary command system that monitors all unified command functions, volunteers or outside agencies responding into areas of disaster; and,

WHEREAS, we have reviewed countless documents and have written Standard Operating Procedures to control the movement of personnel and the reduction of price gouging inside the affective area. All outside sources not attached to any local or state commands will need to sign in at a mini-command location, GMTC Headquarters at ground zero, or one of our nine Central Command Centers across North America. After registering in our database, the provider will receive an R/W/B Hologram Identification Accountability GPS Badge. This identification badge will let the local citizens know that the tradesman' has agreed to accept the set pricing for the task at hand; and

WHEREAS, the ability to formulate a plan and execute the arrangement of that plan during an infrastructure collapse and/or to accept a command inside the affective area, our task force has identified seven key components:

  • A Unified Integrated Tactical Communication network
  • Command structure through Private and Public systems
  • Span and Control of responders inside the affective region
  • Reducing price gouging - Millions of Dollars lost per year savings
  • Public awareness through the media
  • Subject Matter Experts - Worldwide
  • Private and Public Sector Commands

NOW THEREFORE, I, Marc E. Klein, the Administrator for Governor Mobile Tactical Command, Incorporated, by the virtue of our Incorporation and our Administrative Directives, have hereby been approved and accepted by our Board of Directors and they alone have issued the order to accept the following:

The Administrators and Directors of Governor Mobile Tactical Command, Incorporated, shall ensure this Administrative Executive Order is carried out and is consistent with the findings inside our reports. The recommendation from our research and development group is to formulate a stronger unified tactical C2 command communication task force between Local, State, and Federal Commands to include our Subject Matter Experts and our field Command Operators.

1. Subject Matter Experts - - Our network of Subject Matter Experts has a wide range of expertise. These men and women are from around the world and are linked to a simple bond in helping the constituents and local/state governments in time of need. Any of our experts can be flown to ground zero or to the C.C.C. or to the state EOCs/OEMs., in a timely manner. These experts and their teams are on-line 24/7 during a declared emergency. The Subject Matter Experts are from all fields of operation. We have developed the first known College of Field Command and Operations to help the Subject Matter Experts to better understand the infrastructure, the unified command system between the private and public sectors, and are experts in their own rights.

2. Command Structure - - To establish and have a unified tactical C2 command system whereas local, state and national commands, along with private and public commands can establish a communication network that will reduce the anxiety between agencies and increase the productivity of a command structure. We are here to help with the unification of that command system. If local or state command is not operational during a disaster, we will be able to provide a command communication network for the commanders so they can also be part of the unified command system during the declared state of Emergency or a National disaster Emergency.

3. Span and Control - - Each area of concern lies within us to formulate a unified tactical C-2 command system and the single most important task to an incident commander. The commanders across the affective regions shall be able to monitor the movement of their task forces. The span and control of its members are crucial during a catastrophic situation. We are able to monitor those movements of all first responders who are associated through GMTC Headquarters at ground zero. We extend those monitors to local responders so they are part of the Span and Control system. This will give the incident commanders a better look of where the task forces are located to include the additional first responders inside the affective region. If an anomaly occurs during their deployment, the incident commanders will be able to quickly ascertain who, what, and where the task force location and its members were last standing. We are here to support the span and control unified tactical C-2 command system.

4. Reducing Price Gouging - - The most critical component for the cleanup efforts is the volunteers and responders who come from all over the world to help our citizens in time of need. The cost of price coughing supplies and other tangible items such as service has cost taxpayers millions of dollars per disaster. The programs that we designed, along with our patented monitoring system, will be able to reduce the dollar figure amount, concerns, complaints, and monitor the whereabouts of these individuals after curfew. This will reduce crime, loitering and any other problems associated with curfew violations. We will notify the citizens through the Media process what our Identification Badge looks like. The constituent who hires a person will be required to show the Identification badge prior to the work being started, charge accordingly, and accept the charge, which has been established by the Governor Designee and offices of the state attorney of that state during a declared state of Emergency. If these individuals are not part of GMTC Headquarters, then the citizens are on their own and will accept the charges at hand, however every volunteer or worker will have a Red/White and Blue Identification Badge with our G.P.S. hologram logo that monitors their location. When our computer network and phone systems are on-line the local citizens can call into our location and ask for a person or a team of individuals who will help them with a task. These workers are told up front to accept the payment or do the work free. What this program does is to reduce and remove some of the responsibilities from the local Fire / Rescue / EMS / Police organizations so they can focus on their job during the catastrophic event. We are not here to eliminate their responsibilities in this area. We are here to help defray and reduce manpower cost to each department and help them stay stronger in time of need.

5. Public awareness through the media - - our media director will visit local radio/TV stations, local newspapers, and corporations and explain to the citizens our programs. The power of media will help reduce the anxiety in the recovery stages. Our media director will visit local areas affected by the damage and report back to the GMTC - Headquarters if there is a need in the community. We will respond to those needs in a timely manner.

6. Subject Matter Experts, our network - - "Links around the World" of experts in their respected fields. We provide experts with hands on experience, computer network experts, and experts from the private or public sectors. We are starting a College of Field Command and Operations that deals with the infrastructures on multiple levels. Our Subject Matter Experts will efficiently and effectively develop standard operating guidelines through the private and public sectors to help all community leaders throughout the process.

7. Private and Public Sectors - - We are in a society where private and public sectors alike need to find a common bond. Together, we can formulate a unified tactical C-2 command system where all parties effected by Homeland Security Breach or Natural Disaster can work side by side to meet the goals and objectives. Without the support from the citizens we serve, regardless of what sector you belong to we all lose. We continue to form a strong unified tactical C-2 command system that will help establish the infrastructure quickly and efficiently. Together by forming the bond of unification, we can bring our differences together and fight for that common bond.

The Governor's Office and/or the State EOCs/OEMs along with the Division of Emergency Management Services can manage our unified tactical C-2 command system from the private and public sectors. State government will protect the jurisdictional boundaries.

Governor Mobile Tactical Command Headquarters at ground zero and the eight Central Command Centers across America, along with our 140 mini-command locations, will defend and support any local, state, or Federal Commands. The reason we designed this massive mobile tactical command center was to establish the need to have a unified tactical C-2 command operational network in place, and with our own Earth Stations across America, we will be able to handle all past, current, and the future command programs. We will also utilize our Subject Matter Experts from around the world. Every state in the union has a state EOCs/OEMs with multiple command vehicles, which belong to a county and/or city entity.

The direction of a unified tactical C-2 command system will reassure that all private and public commands are communicating with one another during a Homeland Security Breach, Man-made Disaster, or National Disaster. The collaboration efforts of having multiple Central Command Centers around America will increase awareness, productivity and increase communications from field responders to citizens who are affective by the disaster.

The task for Governor's Mobile Tactical Command, Incorporated, can be utilized as an Insurance policy for local, state, or Federal Commands. We will have the capability and network to establish any state EOCs/OEMs if they are disrupted or destroyed. The question we have in today's society is the terrorist network. Where, When, How, Why, and the most intriguing question is how many different locations are targeted at one time? Our leaders and the United States President need to explore this concern, address the situation, and issue directives for our military commanders and state EOCs/OEMs to follow.

All resources will be taxed if multiple locations are affected. The leadership between private and public sectors need to be unified to meet all the objectives. We are the body where local, state, as well as Federal Command systems, will be able to communicate freely with one another through one central command center. We will be able to monitor and control the movement of personnel and commodities into any area of destruction. The conflict within has been identified on multiple levels; the program has been designed and with proper funding, the concept will become a reality. Limited in nature, but as Americans we can stand together and fight for what we believe: Liberty, Freedom, and the Pursuit of Happiness.

This Administrative Executive Order, MK312 has been written, approved, and authorized on the 20th day of January 2009, by our Board of Directors. This Administrative Executive Order will remain in full force until it expires, is modified, is revised, or is rescinded by our Board of Directors.
